The United League of Arakan (ULA) issued a statement dated September 19, 2025, in which it described itself as the “Arakan People’s Revolutionary Government.” Furthermore, in that same statement, the ULA leveled various fabricated and baseless accusations against our Rohingya Solidarity Organization (RSO) in a manner that is both slanderous and laughable.
However, the ULA deliberately ignores the fact that it was officially declared a terrorist armed group by the Myanmar civilian government in 2020 and again by the Myanmar military junta in 2024. Despite this, the ULA recklessly attempts to portray others as “Islamic extremist armed organizations.”
As the ULA has described in the statement as its so-called dream and military goals, the RSO wishes to emphasize that we, too, have the full right to struggle in the defense of the security of life, homes, properties, and basic rights of all ethnic communities in Arakan, including the Rohingya.
In reality, RSO has never declared itself to be a religion-based Islamic organization. On the contrary, we have consistently affirmed that the RSO is a well-known and prominent political organization in the world, with a policy of promoting harmony among diverse peoples and ensuring peace and freedom of life without fear in our own land.
Just as the ULA/AA considers its armed struggle for its own dream and ideology to be legitimate, the Rohingya and other ethnic communities also have the right to armed resistance for their self-defense, safety and security, homes and properties, freedom, and fundamental rights. We remind the ULA that such struggles are just, legitimate, and a historical duty.
Furthermore, the Rohingya’s decision to take up arms for their rights and freedoms arises from dire necessity.
Beyond Arakan, the ULA/AA has also unlawfully invaded Chin State, capturing Paletwa and claiming it as their own. At present, the ULA/AA has allied itself with the Chin National Organization/Chin National Defense Froce (CNO/CNDF) and is carrying out aggressive attacks among the Chin groups. The Chin State Council has already warned the ULA/AA not to interfere in Chin State’s political and military affairs.
Particularly, under ULA/AA control, the Rohingya, as well as the Chin, Thet, Mro, Daignet, and other ethnic groups, live in great distress and fear. Even many Rakhine civilians themselves can no longer tolerate the unbearable oppression. The killings, sexual violence, looting, land seizures, and brutal mistreatment committed by the ULA/AA have already been documented in numerous reports, yet it pretends to be unaware of them, and with malicious intent, seeks to incite hostility between the communities, it is spreading baseless propaganda by saying “forcing non-Muslim people to wear AA military uniforms and commit killings.” in its statement.
In addition, the ULA/AA accused us of “fabricating staged clashes and spreading propaganda claiming to be engaged in intense fighting.” But whenever the RSO engages the AA, we officially issue press releases to make the truth known to the world. At those times, the ULA/AA remains silent, but now, only to cover up its own shame, it refuses to even acknowledge the sacrifices of its fallen soldiers, instead of honoring them with dignity. This behavior is contemptible.
Moreover, in its statement, the ULA/AA repeatedly uses terms such as “Islamic extremist group” and “non-Muslims.” It reveals its extremist mindset, while shamelessly claiming that it will “ensure the security of the people of Arakan.” while in reality arakan army is only faciliting rakhine people and ghosting entire rohingya people.
The intolerable crimes of the ULA/AA—including killings, enforced disappearances, sexual violence, looting, burning of homes and villages, illegal taxation, exploiting, and other lawless acts—have forced not only the Rohingya but also other ethnic groups to flee their homes on a daily basis. When international investigations begin to examine these atrocities, the ULA/AA seeks to conceal its crimes by showcasing staged displays—such as carrying kids and elderly people on their backs, reopening mosques, or forming Rohingya committees—simply to deceive the international community.
In the genocides of 2012, 2016, and 2017, it was not only the Myanmar military but also the ULA/AA, Rakhine politicians, monks, and Rakhine hooligans who actively participated in committing atrocities. The world already knows that Rakhine leaders were the principal instigators of those genocides. No matter how hard the ULA/AA tries, it cannot hide the truth.
If the ULA/AA is truly sincere about ensuring peace and security for the people, we propose that it take the following steps:
1. Ensure that all displaced persons who fled the wars from the fourteen townships under its control can be safely returned to their own homes.
2. Since the ULA/AA captured territory in 2024, large numbers of people have fled, with over 120,000 officially registered with UNHCR, and many more still unregistered, while hundreds more are waiting at the border. These people, who suffered the lawless oppression of the ULA/AA, must be allowed to return home immeditly with full safety and dignity.
3. Between 2012 and 2017, while committing genocide by the Myanmar military, hundreds of thousands were forcibly driven out to Bangladesh. To ensure their safe and dignified repatriation, sign the agreements with the UN and other stakeholders . All arrangements must be carried out within a specific timeframe.
4. All inhumane acts committed by ULA/AA troops and authorities in its controlled areas must be brought to an immediate end, so that no one is ever again forced to flee their homes, leaving their anserters land and force to took refugee in any other country
